The Planning Division is responsible for guiding the future growth and development of the community consistent with the City’s General Plan, specific plans, and zoning and subdivision ordinances.
 

The Planning Division provides City support to the City Council, the Housing Successor and Successor Agency of the City’s former Redevelopment Agency, and the Planning and Preservation Commission.

The Planning Division administers the City and the Successor Agency to the former Redevelopment Agency’s housing activities.

Housing activities currently being administered by this Division are intended for the benefit of City residents, including low and moderate income families that were previously issued loans to rehabilitate and/or purchase single family homes. (Note: Currently there are no new funds available for new rehabilitation or down-payment assistance work.) Funding for these types of loan come from a variety of funding sources including, but not limited to, former Redevelopment Agency housing funds and/or Community Development Block Grant (CDBG) Funds. In addition, the Division ensures ongoing compliance with project conditions of approval and/or Restrictive Covenant Agreement (RCAs) that were made conditions of approval for affordable housing projects or new residential units built pursuant to the City’s Second Dwelling Unit Ordinance.

Offers free information and assistance – in English and Spanish – to homeowners facing foreclosures. Maintains a schedule of upcoming foreclosure prevention fairs.

Provides a wealth of information to survive the housing crisis – from understanding the foreclosure process and how to avoid it, to getting a mortgage that you can afford.

Gives a comprehensive overview of where to go in getting mortgage help, and what to do when facing a foreclosure. Offers a listing of approved housing and credit counseling agencies, and provides tips on identifying foreclosure “rescue” scams.

Federal Government Agencies:

Offers a myriad of resources to avoid foreclosure, from reference documents to meeting with a housing counselor. Provides information on FHA-approved mortgage refinancing options including FHA Secure and HOPE for Homeowners.

Provides information online, as available in their 12 national Foreclosure Resource Centers. Includes links from various federal agencies on topics from foreclosure prevention and credit counseling, to tax relief and debt cancellation.

The Community Preservation Division oversees issuance of Yard Sale Permits.
