The City of San Fernando is a general law city incorporated on August 31, 1911.  It is governed by a City Council/City Manager form of government where the City Council appoints the City Manager, City Attorney, and City Clerk. The City Manager is responsible for ensuring that City Council policies and programs are carried out across all City Departments, assisting the City Council in responding to community needs, and providing responsible organizational and fiscal management of the City. 

The City Manager has direct responsibility for all departments, divisions, and offices of the City with the exception of the City Attorney and City Clerk.  The City Manager directly oversees the Personnel Division.
