The San Fernando Trolley is a fixed-route trolley service that run daily using 28 stops to link the City’s residential and commercial areas.

Stops include the Cesar E. Chavez Learning Academies, the Sam’s Club/Home Depot Shopping Center and the San Fernando Swap Meet. 

  • Riders under six-years old must be accompanied by and adult.
  • Stop waits average 20-25 minutes.

MISSION CITY TRANSIT

The Mission City Transit (MCT) is a shared curb to curb community service. There are two buses available and each one has the capacity for 14 passengers and 2 wheel chairs. 
 

The driver will wait for an individual at the curb of a public street in front of or as close to the riders house, building or other designated pick-up location, as possible.

Only residents of the City of San Fernando can use the MCT to approved medical sites outside of the City Limits.

Be prepared to give the dispatcher the following information:

  • Name and phone number
  • Number of passengers riding with you
  • Pick up address
  • Requested pick-up time
  • Destination address
  • Return ride information
  • Special Assistance (walker, wheelchair, escort) 

Whenever possible, reserve your trip in advance. Appointments should be made at least 5 days in advance. The best time to make an appointment is between 7:30 am – 10 am and between 2 pm – 4 pm. It is also suggested to book medical appointments as soon as possible. Occasionally your requested pick- up time may not be available; however, you will be scheduled as close to your requested pick-up time as possible.

Be prepared at the curb to board when the bus arrives.

Be sure to allow 20 to 40 minutes for the Mission City Transit bus to arrive. The driver cannot wait more than two minutes.

If you are not ready for pick-up, you may be considered a NO-SHOW and you will need to reschedule your trip. The driver will only wait until the dispatched time.

Plan for a slightly longer travel time than by private automobile since buses may make additional stops.

To cancel a reservation, please call (818) 366-4119 at least 24 hours in advance. Cancellations are important to those trying to schedule an appointment.

  • All passengers must wear seatbelts.
  • Tipping is prohibited.
  • A maximum of 4 grocery bags per person can be carried on the MCT unless a personal cart is provided.
  • Children 7 years of age or younger must be accompanied by a rider 12 years or older.
  • Appointments are required and may be made up to two weeks in advance.
  • If you decide not to ride the MCT, call and cancel your pick-up; failure to cancel or three no-shows may result in suspension of service for thirty days.

METRO

The Los Angeles County Metropolitan Transportation Authority (Metro) is the public transit bus system that runs through the City of San Fernando.
METROLINK LAUNCHES DISCOUNT PROGRAM FOR LOW-INCOME TRAIN RIDERS – Grant Funds Provide 50% Discount for EBT Card Holders 
 

Beginning September 2022, Metrolink passengers with a California Electronic Benefit Transfer (EBT) card are eligible for a 50 percent discount on all Metrolink tickets and passes. Riders can use their EBT card at any Metrolink station ticket machine to validate and unlock the discount.

Funding for the discount is made possible by a grant from the Low Carbon Transit Operations Program (LCTOP), administered by the California Department of Transportation (Caltrans).

“We are grateful to Caltrans for providing the funding to make this program happen,” said Metrolink Board Chair Ara Najarian. “This fare discount advances Metrolink’s commitment to public transportation equity and accessibility across the six counties we serve.”

“It’s exciting to introduce new riders to Metrolink trains,” said Metrolink CEO Darren Kettle. “More people in Southern California will now be able to make vital connections to work, school, family, housing and more

A California EBT card is required to validate the discount, while an alternative form of payment is needed to complete the ticket purchase. The discount program will be available for one year or until the grant funds are depleted.

METRO BIKE SHARE

Metro plans to expand its bike share system and they are looking for YOUR INPUT about where new bike share stations are needed.

Bike Share allows users to pick up a bicycle at a self-serve bike station and drop it off at another bike station for the same price as a bus ride. It’s ideal for short distances or to complete a trip after taking transit.
Having a bike share system can expand your community’s transportation options. Bike share also provides a convenient way for visitors in your city to travel car-free. Bicycling can lead to improved community health through increased physical activity.

GETTING STARTED

The EV Charging Stations are City-owned and were purchased through ChargePoint. Stations are only accessible with a ChargePoint card.

  • How to get a ChargePoint Card: You will need to create a ChargePoint account to receive a ChargePoint Card. Click Here to be redirected to the ChargePoint website. During the account creation process, you will specify how many cards you would like to receive (cost is $4.95 each) and where you would like them shipped. Card(s) will arrive in approximately 7 to 10 business days.
  • How to pay for charging: ChargePoint operates on a credit system. During your first charging session, you need to provide your payment information and you will be charged $10. Charging costs will be deducted from your balance and when your balance drops below $5, an additional $10 will be charged using the payment method on file.

Five EV stations are available for use every day of the week. Each station is equipped with dual nozzles (two vehicles may charge at the same time) at the following locations:

HOW TO CHARGE YOUR EV

The easiest way to find available stations, start charging and get updates is by using the ChargePoint app.

  • How to charge your vehicle: Hold your ChargePoint card over the smart card symbol on the station. The station checks that you are authorized to use the station and, once authorized, the holster unlocks and you may plug the connector into your car. You may also start a session using the ChargePoint mobile app or by calling the customer service number on the station.
  • How to stop charging your vehicle: When you return to your vehicle, tap your ChargePoint card on the smart card symbol on the station and the display will instruct you to unplug the connector from your vehicle and return it to the holster.

The CNG Station is open 24 hour a day to both business entities and the general public. There are two “standard” pumps available for small vehicles and two dedicated pumps for larger vehicles such as busses and refuse trucks.

TITLE VI

Title VI is a section of the Civil Rights Act of 1964 requiring that “No person in the United States shall on the grounds of race, color or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance.”
Any person who believes he/she or any specific class of persons has been subjected to discrimination prohibited by Title VI may, by himself/herself or by a representative, file a written complaint, no later than 180 days after the alleged act of discrimination, with the City of San Fernando Title VI Compliance Division, Los Angeles Metro (LACMTA), US Department of Transportation (USDOT), Federal Transit Authority (FTA), or any other agency providing funds for any City of San Fernando (City) program, project or service.
If you believe that you have received discriminatory treatment by the City on the basis of your race, color or national origin, you have the right to file a complaint with the City’s Title VI Compliance Division. The complaint must be filed no later than 180 calendar days following the alleged discrimination.
The preferred method is to file your complaint, in writing, using the City’s Title VI Complaint Form, and sending it to the:

Verbal inquiries will be accepted by the Title VI Compliance Division; however, actual complaints must be documented and signed by the person alleging discrimination or authorized designee before the complaint is accepted and processed.

Should a complaint be filed with the City and an external public entity simultaneously, the external complaint shall supersede the City’s complaint and the City’s complaint procedures will be suspended pending the external entity’s investigation and findings.

Once a Title VI complaint has been accepted for investigation, the City of San Fernando Title VI Compliance Division or receiving agency will acknowledge receipt of the complaint. An investigation of allegation(s) will be conducted, and when completed, the complainant and alleged person/organization will be notified of the decision and disposition.
Upon receipt of a formal Title VI complaint, the Title VI Compliance Division will notify the complainant and begin the investigation (unless the complaint is filed with an external entity first or simultaneously). The City Title VI Compliance Division will assign, oversee, track and record a prompt investigation of the allegation(s) presented. The investigation will include, where appropriate, a review of the pertinent practices and policies of the City’s Title VI Compliance Program, the circumstances under which the possible noncompliance occurred, and other factors relevant to a determination as to whether the City has failed to comply with Title VI.

The investigation will address Title VI complaint allegations against any City individual, department or division. If the complaint is not based on Title VI of the Civil Rights Act of 1964, the Title VI office will refer the individual to the appropriate person or office for follow-up.

The investigation may include discussion(s) of the complaint with all named and affected parties. The complainant may be represented by an attorney or other representative of his/her own choosing and may bring witnesses and present testimony and evidence in the course of the investigation.

The City will make every effort to conduct and complete the investigation within 60 days of the receipt of the formal complaint. Based upon all the information received, an investigation report will be written by the assigned investigator and submitted to the Title VI Compliance Manager for disposition, recordkeeping and reporting.

After the investigation has been completed, the Title VI Compliance Division will transmit to the complainant and the alleged individual or organization one of the following letters:

A letter of resolution that explains the steps that the City has taken or guarantees to take to come into compliance with Title VI.

A letter of finding when the alleged individual or organization is not found to be in noncompliance with Title VI.

A letter of finding when an individual or organization is found to be in noncompliance.

The letter of finding and resolution will offer the complainant and the alleged City individual or organization the opportunity to provide additional information that would lead the Title VI Compliance Division to reconsider its conclusions. In general, the City’s policy requires that the parties in the complaint provide this additional information within 60 days of the date the Letter of Finding was transmitted. After receiving and reviewing the information, the Title VI Compliance Division will respond either by issuing a revised letter of resolution or finding to the appealing party, or by informing the appealing party that the original letter of resolution or finding remains in force.
It is the policy of the City of San Fernando to ensure compliance with Title VI of the Civil Rights Act of 1964, as amended; 42 USC 2000(d); related statutes and regulations to the end that no person shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination.

The City of San Fernando strictly forbids and will not tolerate actions that intimidate, threaten, coerce, or discriminate against any individual for the purpose of interfering with any right or privilege secured by Title VI, or because he/she has made a complaint, testified, assisted, or participated in any manner in an investigation, proceeding, or hearing under this policy.

La carta de conclusiones y resolución le dará al reclamante y a la persona u organización de la Ciudad denunciadas la oportunidad de aportar información adicional que pueda inducir a la División de Cumplimiento del Título VI a reconsiderar sus conclusiones. Generalmente, las normas de la Ciudad requieren que las partes de la queja aporten esta información adicional dentro de 60 días civiles de la fecha en que se envió la Carta de Conclusiones. Luego de recibir y repasar la información, la División de Cumplimiento del Título VI enviará una carta de conclusiones o de resoluciones modificada a la parte recurrente, o bien informará al recurrente que la carta de resolución o de conclusiones sigue teniendo plena vigencia.
La Ciudad de San Fernando tiene por norma garantizar que se cumplan en Título VI de la Ley de los Derechos Civiles de 1964, con sus modificaciones; el Título 42, Artículo 2000(d) de Código de EE.UU., y otros estatutos y regulaciones afines que prohíben que a alguna personas se le niegue su participación, se le nieguen beneficios o se le discrimine debido a su raza, color u origen nacional.

Caltrans Announces 45-Day Closures of I-210 Roxford Street Ramps (beginning 8/3/22)- Yarnell St and Polk St ramps to reopen this month
 

SYLMAR – The California Department of Transportation (Caltrans) announces long-term closure of westbound Interstate 210 (I-210) Roxford St on and off-ramps in Sylmar for paving work. Residents and local businesses located near the freeway may experience noise, vibrations and dust associated with construction activities.

Crews will be closing the following ramps on westbound I-210 for up to 45 days:

  • Roxford St. on and off-ramps beginning Monday, October 3, 2022 at 7 p.m.

The following ramps are scheduled to reopen:

  • Polk St. on and off-ramps beginning Friday, September 16, 2022
  • Yarnell St. on-ramp is open. The off-ramp is anticipated to reopen on Friday, September 30, 2022

The closure of the ramps will allow provide additional room for crews to pave the far-right lane. This is the last scheduled long-term ramp closure for the project.

Motorists are advised to use as an alternate route during the closure duration. All closures are weather permitting and subject to change. Drivers are encouraged to check traffic conditions before leaving to their destination by visiting the Caltrans Quickmap.

The work on I-210 is part of a $135.5 million project replacing all lanes of I-210 with new pavement from Wheatland Ave to I-5. This project is funded by Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017. Overhead sign structures, traffic loop detectors, center median barrier, and the guardrail system are also being upgraded by this project.

Caltrans reminds drivers to be “Work Zone Alert” and to “Slow for the Cone Zone.”

LOS ANGELES – The California Department of Transportation (Caltrans) announces overnight full closures of Interstate 210 (I-210) in the San Fernando Valley for striping and staging of a temporary lane configuration for a paving project. Residents and local businesses located near the freeway may experience noise, vibrations and dust associated with construction activities.

The overnight closures will take place between 11 p.m., Friday, August 12 through 6 a.m., Saturday, August 13. The closures are as follows:

  • Full closure of westbound I-210 between Wheatland Ave. and State Route 118 (SR-118)
  • Westbound Wheatland Ave Ramps
  • Westbound Foothill Blvd/Osborne St. ramps
  • Westbound I-210 to SR-118 connector

Motorists will be detoured from Wheatland Ave off-ramp to the Paxton St on-ramp. Some closures may start and end later. All closures are weather permitting and subject to change. Drivers are encouraged to check traffic conditions before leaving to their destination by visiting the Caltrans Quickmap.

The work on I-210 is part of a $135.5 million project replacing all lanes of I-210 with new pavement from Wheatland Ave to I-5. This project is funded by Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017. Overhead sign structures, traffic loop detectors, center median barrier, and the guardrail system are also being upgraded by this project.

LAKE VIEW TERRACE, SYLMAR – The California Department of Transportation (Caltrans) announces long-term closures of multiple westbound Interstate 210 (I-210) on and off-ramps in Lake View Terrace and Sylmar for paving work. Residents and local businesses located near the freeway may experience noise, vibrations and dust associated with construction activities.

Crews will be closing the following ramps on westbound I-210 for up to 45 days:

  • Hubbard St. on and off-ramps beginning Monday, June 20, 2022 at 7 p.m.
  • Paxton St. on and off-ramps beginning Monday, June 27, 2022 at 7 p.m.

The following ramps will be reopening:

  • Westbound Foothill Blvd./Osborne St. on and off-ramps will open Monday, June 20.
  • Westbound Maclay St. on and off-ramps have reopened this week.

The closure of the ramps will allow provide additional room for crews to pave the far-right lane. Motorists are advised to use as an alternate route during the closure duration. Crews will be conducting the following closures on Friday, June 24 at 10 p.m. through Monday, June 27 at 5 a.m.:

  • One lane of westbound I-210 closed between Paxton St and Maclay St
  • Westbound Paxton St. on-ramp closed

  • Eastbound SR-118 to westbound I-210 connector closed

PUBLIC WORKS PROJECT – STREET IMPROVEMENTS: PICO STREET (beginning 4/25/22)

The Public Works Department has contracted Hardy and Harper,Inc., to construct street improvements beginning April 25, 2022, weather permitting. 

 

Concrete work including sidewalk repair, curb and gutter repair, and access ramp installations will occur on the following streets:

 

PICO STREET BETWEEN S. BRAND BLVD. AND KALISHER ST.

Access to and from this street will be limited during paving operations. 

 

Funding for the project is provided by CDBG/HUD and will be at no expense to the property owner. We will make every effort to minimize any inconvenience. Your cooperation and assistance during the time of project construction will be appreciated. We courteously request the following:

 

  • Please do not park your car on the street when “No Parking” signs are posted.
  • Please do not water your lawn or cause water to drain onto the street during paving operations.
  • Please do not drive onto newly paved areas until barricades are removed, including but not limited to driveway approaches, sidewalk, street, etc.

Caltrans Updates for the I-210 Pavement Project in the East San Fernando Valley (2/26/22 – 3/7/22)

  • Eastbound I-210 Paxton ramps are now OPEN! Crews reopened the ramps yesterday after completing paving work. This was the last long-term ramp closure in the eastbound direction.
  • 33-Hour Extended Weekend Closures – Crews will be closing the EB SR-118 to EB I-210 connector on the following weekends: Feb. 26 – Feb. 28 and Mar. 5 – Mar. 7
  • Traffic Shift – Crews will begin realigning the freeway lanes on I-210 the week of Mar. 7. The westbound lanes will have a similar alignment that is currently in place in the eastbound direction, including the use of a bypass lane that is open to ALL motorists. The eastbound lanes will be aligned without a bypass lane.
  • What to expect? There will be at least one extended weekend closure on westbound I-210 near the Osborne St ramps for paving work at a date to be determined. Ramps in the westbound direction will also have long-term closures at a date later to be determined.
