Effective February 1, 2012, Assembly Bill 26 (AB 26) dissolved all redevelopment agencies in the state of California, including the Redevelopment Agency of the City of San Fernando.  AB 26, and subsequent amendments, prescribed wind-down procedures to identify and certify all obligations of each former redevelopment agency, request former tax increment funds to meet certified obligations, and ultimately satisfy all redevelopment agency debts.

The legal responsibility for winding down operations of former redevelopment agencies was transferred to designated successor entities, called Successor Agencies.  The actions of the Successor Agency are subject to approval by a seven member Oversight Board, which consists of representative from each major taxing entity that receives a share of local property tax. 

Oversight Board members are appointed by each taxing entity and have a fiduciary responsibility to: 1) holders of enforceable obligations of the former redevelopment agency, and 2) the taxing entities that receive a share of local property taxes.

The Oversight Board to the Successor Agency to the San Fernando Redevelopment Agency consists of the following:

1. County of Los Angeles (3 representatives);
2. City of San Fernando (2 representatives);
3. Los Angeles Unified School District (1 representative); and
4. Los Angeles Community College District (1 representative).
