The Administration Department includes the City Manager’s Office, Personnel, and management of the City Attorney, Labor Attorney, and Fire Services contracts. The Administration Department is responsible for managing day-to-day operations of the City, including but not limited to, facilitating quality City service delivery to internal and external customers, coordinating inter-departmental cooperation, recruiting and retaining talented staff, and setting overall fiscal policy.

San Fernando operates under a Council-Manager form of government. The Council-Manager form is a system of local government that combines the strong political leadership of elected officials in the form of a council or other governing body, with the strong managerial experience of an appointed local government manager. Other appointed officers are the City Attorney and City Clerk.

The City Manager serves as Chief Executive Officer of the City and the Executive Director of the Redevelopment Agency. He serves as an advisor to the City Council on policy items impacting the community and the City organization. The City Manager appoints the City’s department heads and is responsible for ensuring that city services are performed to the highest standard in accordance with Council policies. The City Manager is responsible for the submission of the City’s budget and implementation in support of City Council goals.

COMMUNITY ENGAGEMENT FRAMEWORK

On May 15, 2023, the City adopted the Community Engagement Frameworks which establishes a roadmap for better incorporating the community’s voice in major City initiatives. The framework provides a common understanding of, and commitment to, community engagement across all departments and to the constituents the City serves.

PHOTOGRAPHY & FILM PERMITS

With Hollywood studios just 15 minutes away, the City of San Fernando is a prime destination for filming. Our many alleys, churches, schools and older commercial districts continue to set the stage for national television broadcasts including Mayans M.C. and the CSI: Crime Scene Investigation series.

PERSONNEL

The Personnel Division recruits and develops the City’s workforce to meet community needs and expectations. In addition to ensuring equal employment opportunities, this division also coordinates labor union agreements, administers employee benefit programs, assists in training and managing the City workforce, manages the employee safety program, and handles the City’s risk management programs (including damage claims).

LIABILITY CLAIMS

To submit a claim to the City of San Fernando for damages, injury, or loss to you or your property, which you believe that the City is liable for, please complete and file a Claim for Damages form with the Personnel Division. Claims typically take three (3) weeks to process.
 

The Personnel Division is only responsible for the filing of your claim and has no further involvement once it is forwarded to the claims adjuster.
